The goal is to keep the local economy alive through the temporary expansion of the Terrace and to contribute to joint visits between restaurants, shops, the cultural sector and events. If there is not enough space for an event and a temporary expansion of the balcony simultaneously, the council will give priority to events. Take Gouda750 as an example. “I am delighted that we can support entrepreneurs by giving them the opportunity to temporarily extend their terraces in 2022,” said Aldermann Thierry van Vogt. It is possible to extend the temporary terraces from March 1, 2022 to October 31, 2022. The temporary terrace extension must of course take place within the corona procedures in force at that time. The municipal executive sees the expansion of the terraces as a support measure and does not intend to levy an advance tax (compensation for the use of public municipal land) to install a temporary balcony in public spaces or otherwise compensate. This will be elaborated in more detail in the near future.
Caterers must obtain a statement of approval from the municipality to install temporary terraces. Temporary balcony space is a maximum of a multiple of the number of square meters of balcony normally owned by catering facilities. The municipality makes it possible to allocate in the temporary expansion of catering establishments. The entrepreneur in the field of catering must coordinate the coordination of the terraces with the neighborhood, because the quality of life, safety and accessibility must be ensured by the temporary balcony extension.
The public space has many other functions besides being used as a terrace space. If there is not enough space for an event and a temporary expansion of the balcony simultaneously, then events will be prioritized. During the event, restrictions may be imposed on each street while temporary stands may be displayed for reasons of public order and safety. The municipality will then inform the food entrepreneur about this in due course.
